These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Alachua.

REQUEST FOR RELEASE OF FUNDS
On or about July 29, 2025, the City of Alachua will submit a request to Florida Department of Commerce (FloridaCommerce) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as the City of Alachua Economic Development CDBG #25DB-E03 Widening and Extension of NW 115th Avenue Project to make the following improvements:

Activities:
The grant will utilize Federal Fiscal Year 2023 Florida Small Cities Community Development Block Grant (CDBG) Program funding as well as other private developer funding to carry out the following activities within the Northwest 115th Avenue right-of-way in conjunction with the construction of the new 680,810 square foot Ben E. Keith Company, East Coast Regional Headquarters and food and beverage distribution center:
All of the proposed improvements will be carried out within the NW 115th Avenue right-of-way beginning just west of CR 235A. When completed, NW 115th Avenue will be a two-lane roadway consisting of two twelve-foot vehicular travel lanes with a twenty-four foot (24’) wide median dividing the vehicular travel lanes. Storm drainage will consist of roadside swale ditches. A five foot (5’) wide sidewalk will be constructed on the south side of the right-of-way. The project will also include potable water lines, sanitary sewer lines, roadside lighting and landscaping.
The proposed infrastructure improvements will be carried out in two separate construction phases. The first phase will start as soon as the “Release of Funds” related to the project is issued by Florida Commerce. The source of funding and the activities included in the first phase of upgrading within the NW 115th Avenue right-of-way, which is being paid for by WACO properties, who are the developers of the industrial park, include the following improvements:

1. The installation of one thousand four hundred forty-two linear feet (1,442’) of ten-inch (10”) PVC Sanitary Sewer Collection System lines.
2. The installation of one hundred linear feet (100’) of eight-inch (8”) PVC Sanitary Sewer Collection System lines.
3. The installation of five (5) sanitary sewer manholes.
4. The installation of one thousand three hundred fifty-seven linear feet (1,357’) of a twelve inch (12”) Ductile Iron Pipe, Potable Water Line.
5. The installation of seventy-six linear feet (76’) of eight-inch (8”) Ductile Iron Pipe, Potable Water Line.
6. The installation of two (2) fire hydrant assemblies. and
7. The required fittings and valves for a complete installation of the facilities described herein.

The second phase of the project, which will be paid for with the CDBG Grant funding and will involve the following improvements:

1. The installation of driveways where needed and a concrete sidewalk along the south side of the right-of-way.
2. Milling the asphalt in the existing roadway.
3. Installing additional road base as required to widen the existing roadway.
4. Excavating within the right-of-way as needed to facilitate the planned roadway improvements.
5. Landscaping along the median and the edges of the right-of-way.
6. The installation of conduit, wiring and streetlights for roadway lighting.

FINDING OF NO SIGNIFICANT IMPACT
The City of Alachua has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 15100 NW 142nd Terrace, Alachua, Florida 32615 and may be examined or copied from 7:30 A.M. to 6:00 P.M. Eastern Time, Monday through Thursday, excluding holidays.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Rodolfo Valladares, Interim City Manager, City of Alachua, P. O. Box 9, Alachua, Florida 32616. Comments will be considered prior to the City of Alachua requesting a release of funds. Comments should specify which notice they are addressing.

ENVIRONMENTAL CERTIFICATION
The City of Alachua certifies to FloridaCommerce and HUD that Robert Bonetti in his capacity as FAS Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Alachua to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS
FloridaCommerce will accept objections to its release of funds and the City of Alachua’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Alachua; (b) the City of Alachua has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Commerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact the City of Alachua to verify the actual last day of the objection period.

SOLICITUD DE LIBERACIÓN DE FONDOS

Actividades:
La subvención utilizará los fondos del Programa de Subvenciones en Bloque para el Desarrollo Comunitario de Pequeñas Ciudades de Florida (CDBG) del Año Fiscal Federal 2023, así como otros fondos de desarrolladores privados para llevar a cabo las siguientes actividades dentro del derecho de paso de la NW 115th Avenue junto con la construcción de la nueva Ben E. Keith Company de 680,810 pies cuadrados, la sede regional de la Costa Este y el centro de distribución de alimentos y bebidas:
Todas las mejoras propuestas se llevarán a cabo dentro de la servidumbre de paso de la NW 115th Avenue, comenzando justo al oeste de la CR 235A. Una vez finalizada, la NW 115th Avenue será una calle de dos carriles, con dos carriles vehiculares de 3.6 metros (11 pies) de ancho y una mediana de 7.3 metros (24 pies) de ancho que los dividirá. 5. La instalación de setenta y seis pies lineales (76’) de tubería de hierro dúctil de ocho pulgadas (8”), línea de agua potable.
6. La instalación de dos (2) conjuntos de hidrantes contra incendios. y
7. Los accesorios y válvulas necesarios para una instalación completa de las instalaciones aquí descritas.

La segunda fase del proyecto, que se financiará con fondos de la subvención CDBG, incluirá las siguientes mejoras:

1. La instalación de caminos de acceso donde sea necesario y una acera de concreto a lo largo del lado sur del derecho de paso.
2. Fresado del asfalto en la calzada existente.
3. Instalar base de carretera adicional según sea necesario para ampliar la calzada existente.
4. Excavar dentro del derecho de paso según sea necesario para facilitar las mejoras planificadas de la carretera.
5. Paisajismo a lo largo de la mediana y los bordes del derecho de vía.
6. La instalación de conductos, cableado y alumbrado público para iluminación vial.

HALLAZGO DE NO IMPACTO SIGNIFICATIVO

CERTIFICACIÓN AMBIENTAL
La Ciudad de Alachua certifica a FloridaCommerce y al HUD que Robert Bonetti, en su calidad de Director de FAS, acepta la jurisdicción de los Tribunales Federales si se interpone una acción para exigir el cumplimiento de las responsabilidades relacionadas con el proceso de revisión ambiental, y que dichas responsabilidades han sido satisfechas. La aprobación de la certificación por parte de FloridaCommerce cumple con sus responsabilidades bajo la NEPA y las leyes y autoridades relacionadas, y permite a la Ciudad de Alachua utilizar los fondos del Programa.

OBJECIONES A LA LIBERACIÓN DE FONDOS

REQUEST FOR RELEASE OF FUNDS
On or about July 29, 2025, the City of Alachua will submit a request to Florida Department of Commerce (FloridaCommerce) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as the City of Alachua Economic Development CDBG #25DB-E03 Widening and Extension of NW 115th Avenue Project to make the following improvements:

Activities:
The grant will utilize Federal Fiscal Year 2023 Florida Small Cities Community Development Block Grant (CDBG) Program funding as well as other private developer funding to carry out the following activities within the Northwest 115th Avenue right-of-way in conjunction with the construction of the new 680,810 square foot Ben E. Keith Company, East Coast Regional Headquarters and food and beverage distribution center:
All of the proposed improvements will be carried out within the NW 115th Avenue right-of-way beginning just west of CR 235A. When completed, NW 115th Avenue will be a two-lane roadway consisting of two twelve-foot vehicular travel lanes with a twenty-four foot (24’) wide median dividing the vehicular travel lanes. Storm drainage will consist of roadside swale ditches. A five foot (5’) wide sidewalk will be constructed on the south side of the right-of-way. The project will also include potable water lines, sanitary sewer lines, roadside lighting and landscaping.
The proposed infrastructure improvements will be carried out in two separate construction phases. The first phase will start as soon as the “Release of Funds” related to the project is issued by Florida Commerce. The source of funding and the activities included in the first phase of upgrading within the NW 115th Avenue right-of-way, which is being paid for by WACO properties, who are the developers of the industrial park, include the following improvements:

1. The installation of one thousand four hundred forty-two linear feet (1,442’) of ten-inch (10”) PVC Sanitary Sewer Collection System lines.
2. The installation of one hundred linear feet (100’) of eight-inch (8”) PVC Sanitary Sewer Collection System lines.
3. The installation of five (5) sanitary sewer manholes.
4. The installation of one thousand three hundred fifty-seven linear feet (1,357’) of a twelve inch (12”) Ductile Iron Pipe, Potable Water Line.
5. The installation of seventy-six linear feet (76’) of eight-inch (8”) Ductile Iron Pipe, Potable Water Line.
6. The installation of two (2) fire hydrant assemblies. and
7. The required fittings and valves for a complete installation of the facilities described herein.

The second phase of the project, which will be paid for with the CDBG Grant funding and will involve the following improvements:

1. The installation of driveways where needed and a concrete sidewalk along the south side of the right-of-way.
2. Milling the asphalt in the existing roadway.
3. Installing additional road base as required to widen the existing roadway.
4. Excavating within the right-of-way as needed to facilitate the planned roadway improvements.
5. Landscaping along the median and the edges of the right-of-way.
6. The installation of conduit, wiring and streetlights for roadway lighting.

ENVIRONMENTAL CERTIFICATION
The City of Alachua certifies to FloridaCommerce and HUD that Robert Bonetti in his capacity as FAS Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Alachua to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS
FloridaCommerce will accept objections to its release of funds and the City of Alachua’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Alachua; (b) the City of Alachua has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Commerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Actividades:
La subvención utilizará los fondos del Programa de Subvenciones en Bloque para el Desarrollo Comunitario de Pequeñas Ciudades de Florida (CDBG) del Año Fiscal Federal 2023, así como otros fondos de desarrolladores privados para llevar a cabo las siguientes actividades dentro del derecho de paso de la NW 115th Avenue junto con la construcción de la nueva Ben E. Keith Company de 680,810 pies cuadrados, la sede regional de la Costa Este y el centro de distribución de alimentos y bebidas:
Todas las mejoras propuestas se llevarán a cabo dentro de la servidumbre de paso de la NW 115th Avenue, comenzando justo al oeste de la CR 235A. Una vez finalizada, la NW 115th Avenue será una calle de dos carriles, con dos carriles vehiculares de 3.6 metros (11 pies) de ancho y una mediana de 7.3 metros (24 pies) de ancho que los dividirá. Las mejoras de infraestructura propuestas se llevarán a cabo en dos fases de construcción independientes. 2. La instalación de cien pies lineales (100’) de líneas de sistema de recolección de alcantarillado sanitario de PVC de ocho pulgadas (8”).
3. La instalación de cinco (5) pozos de alcantarillado sanitario.
4. La instalación de mil trescientos cincuenta y siete pies lineales (1,357’) de tubería de hierro dúctil de doce pulgadas (12”), para agua potable.
5. La instalación de setenta y seis pies lineales (76’) de tubería de hierro dúctil de ocho pulgadas (8”), línea de agua potable.
6. La instalación de dos (2) conjuntos de hidrantes contra incendios. y
7. Los accesorios y válvulas necesarios para una instalación completa de las instalaciones aquí descritas.

La segunda fase del proyecto, que se financiará con fondos de la subvención CDBG, incluirá las siguientes mejoras:

1. La instalación de caminos de acceso donde sea necesario y una acera de concreto a lo largo del lado sur del derecho de paso.
2. Fresado del asfalto en la calzada existente.
3. Instalar base de carretera adicional según sea necesario para ampliar la calzada existente.
4. Excavar dentro del derecho de paso según sea necesario para facilitar las mejoras planificadas de la carretera.
5. Paisajismo a lo largo de la mediana y los bordes del derecho de vía.
6. La instalación de conductos, cableado y alumbrado público para iluminación vial.

CERTIFICACIÓN AMBIENTAL
La Ciudad de Alachua certifica a FloridaCommerce y al HUD que Robert Bonetti, en su calidad de Director de FAS, acepta la jurisdicción de los Tribunales Federales si se interpone una acción para exigir el cumplimiento de las responsabilidades relacionadas con el proceso de revisión ambiental, y que dichas responsabilidades han sido satisfechas. La aprobación de la certificación por parte de FloridaCommerce cumple con sus responsabilidades bajo la NEPA y las leyes y autoridades relacionadas, y permite a la Ciudad de Alachua utilizar los fondos del Programa.
