REGARDING A FFY 2013 CDBG APPLICATION

The City of Newberry is considering applying to the Florida Department of Economic Opportunity (DEO) for a Small Cities Community Development Block Grant (CDBG) of up to $700,000. These funds must be used for one of the following purposes:

1. To benefit low and moderate income persons; or

2. To aid in the prevention or elimination of slums or blight; or

3. To meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

The activity categories for which these funds may be used are in the areas of housing, neighborhood and commercial revitalization, or economic development (new jobs). Eligible uses of funds include such physical improvement activities as housing and commercial building rehabilitation, clearance, water and sewer improvements, street improvements, drainage, housing site development, parking, and loans to businesses. Additional information regarding the range of activities that may be undertaken will be provided at the public hearing.

For each activity that is proposed, at least 70% of the funds statewide must benefit low and moderate income persons.

In developing an application for submission to DEO, the City must plan to minimize displacement of persons as a result of planned CDBG activities. In addition, the City has adopted a plan to assist displaced persons.

The public hearing to receive citizen views concerning the community's housing, economic and other community development needs will be held during a regular City Commission Meeting on Monday, July 8, 2013, beginning at 7:00 p.m., or as soon thereafter as the matter can be heard, in the Newberry City Hall, 25440 West Newberry Road, Newberry, FL.

Applicant: The applicant for this project is Lindsay Precast, Inc. The applicant's authorized representative and

Facility Location: Lindsay Precast, Inc., operates the existing plant, which is located in Alachua County at

13365 Southern PreCast Drive in Alachua, Florida.

Project: Air construction permit, which authorizes construction after-the-fact for Polymer Concrete Casting

Operations. Polymer Concrete Casting Operations take place inside a building. Molds are prepared by waxing

and placing fiberglass mats on cores and jackets. Resin, sand, rock, calcium carbonate, and pigment are stored in

bags or totes prior to being mixed in a tank. The mixture is removed from the tank in batches. Catalyst is added

to each batch and then mixed with a disperser. The catalyzed batch is then poured into the prepared fiberglass

mold set. Once the batch is set, the product is removed from the mold. The polymer concrete product's edges

are ground smooth by hand or by an occasional electric grinder and the minor particulate matter is sweep up

daily. The Total HAP (Styrene) potentials to emit were estimated to be below 5 TPY.

Permitting Authority: Applications for air construction permits are subject to review in accordance with the

provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida

Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air

permit is required to perform the proposed work. The Permitting Authority responsible for making a permit

determination for this project is the Department of Environmental Protection's Air Resource Section in the

Northeast District Office. The Permitting Authority's physical address is: 8800Baymeadows Way West, Suite

REGARDING A FFY 2013 CDBG APPLICATION

The City of Newberry is considering applying to the Florida Department of Economic Opportunity (DEO) for a Small Cities Community Development Block Grant (CDBG) of up to $700,000. These funds must be used for one of the following purposes:

1. To benefit low and moderate income persons; or

2. To aid in the prevention or elimination of slums or blight; or

3. To meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

The activity categories for which these funds may be used are in the areas of housing, neighborhood and commercial revitalization, or economic development (new jobs). Eligible uses of funds include such physical improvement activities as housing and commercial building rehabilitation, clearance, water and sewer improvements, street improvements, drainage, housing site development, parking, and loans to businesses. Additional information regarding the range of activities that may be undertaken will be provided at the public hearing.

For each activity that is proposed, at least 70% of the funds statewide must benefit low and moderate income persons.

In developing an application for submission to DEO, the City must plan to minimize displacement of persons as a result of planned CDBG activities. In addition, the City has adopted a plan to assist displaced persons.

The public hearing to receive citizen views concerning the community's housing, economic and other community development needs will be held during a regular City Commission Meeting on Monday, July 8, 2013, beginning at 7:00 p.m., or as soon thereafter as the matter can be heard, in the Newberry City Hall, 25440 West Newberry Road, Newberry, FL.

Applicant: The applicant for this project is Lindsay Precast, Inc. The applicant's authorized representative and

mailing address is: Ron Lindsay, Jr.-Vice President, Lindsay Precast,Inc., 13365 Southern PreCast Drive,

Alachua, Florida 32615.

Facility Location: Lindsay Precast, Inc., operates the existing plant, which is located in Alachua County at

13365 Southern PreCast Drive in Alachua, Florida.

Project: Air construction permit, which authorizes construction after-the-fact for Polymer Concrete Casting

Operations. Polymer Concrete Casting Operations take place inside a building. Molds are prepared by waxing

and placing fiberglass mats on cores and jackets. Resin, sand, rock, calcium carbonate, and pigment are stored in

bags or totes prior to being mixed in a tank. The mixture is removed from the tank in batches. Catalyst is added

to each batch and then mixed with a disperser. The catalyzed batch is then poured into the prepared fiberglass

mold set. Once the batch is set, the product is removed from the mold. The polymer concrete product's edges

are ground smooth by hand or by an occasional electric grinder and the minor particulate matter is sweep up

daily. The Total HAP (Styrene) potentials to emit were estimated to be below 5 TPY.

Permitting Authority: Applications for air construction permits are subject to review in accordance with the

provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida

Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air

permit is required to perform the proposed work. The Permitting Authority responsible for making a permit

determination for this project is the Department of Environmental Protection's Air Resource Section in the

Northeast District Office. The Permitting Authority's physical address is: 8800Baymeadows Way West, Suite

The Permitting Authority will issue a Final Permit in accordance with the conditions of the proposed Draft

Permit unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S. or

unless public comment received in accordance with this notice results in a different decision or a significant

change of terms or conditions.

Comments: The Permitting Authority will accept written comments concerning the proposed Draft Permit for a

period of 14 days from the date of publication of this Public Notice. Written comments must be received by the

Permitting Authority by close of business (5:00 p.m.) on or before the end of the 14-day period. If written

comments received result in a significant change to the Draft Permit, the Permitting Authority shall revise the
