CITY OF NEWBERRY

CDBG FIRST PUBLIC HEARING NOTICE

The City of Newberry is considering applying to the Florida Department of Economic Opportunity for a FFY 2015 Supplemental Small Cities Community Development Block Grant (CDBG) application in the Housing Rehabilitation category and if not funded a FFY 2016 Small Cities Community Development Block Grant (CDBG) application. The City is eligible to apply for up to $700,000 in the neighborhood revitalization, commercial revitalization and housing rehabilitation categories and up to $1.5 million in the economic development category. Construction activities funded through the CDBG Program must meet one of the following National Objectives:

1. Provide benefit to low- and moderate-income persons;

2. Prevent or eliminate slum or blight conditions; or

3. Meet a need of recent origin having a particular urgency.

The types of activities that CDBG funds may be used for include constructing stormwater ponds, paving roads and sidewalks, installing sewer and water lines, building a community center or park, making improvements to a sewage treatment plant, and rehabilitating low-income homes. Additional information regarding the range of activities that could be funded will be provided at the public hearing.

In developing a CDBG application, the City of Newberry must plan to minimize displacement of persons as a result of the activities. In addition, the City of Newberry is required to develop a plan to assist displaced persons.

A public hearing to obtain citizen comment concerning the Citys economic and community development needs will be held on August 8, 2016, during a Regular City Commission meeting at 7:00 p.m., or as soon thereafter as the matter can be heard, at the Newberry City Hall, 25440 West Newberry Road, Newberry, FL For information concerning the public hearing, contact Wendy V. Sealed bids will be received until 12 Noon on the 18th day of August, 2016 , for the replacement of Four (4) homes in the CDBG Housing Rehabilitation Program.

B. General Instructions to Bidders:

1. Quotations:

a. All prices shall include all labor, supervision, materials, equipment and services necessary to do a workman like job.

b. Only firm bids will be accepted. Only one (1) bid may be submitted for each house.

c. Bids prices must be itemized on the submitted bid form or the bid will be rejected.        

2. Insurance: Before any bid can be accepted, a Certificate of Insurance must be attached to this bid. This will include Certificates for General Liability, Workers Compensation and Automobile Insurance. CDBG FIRST PUBLIC HEARING NOTICE

The City of Newberry is considering applying to the Florida Department of Economic Opportunity for a FFY 2015 Supplemental Small Cities Community Development Block Grant (CDBG) application in the Housing Rehabilitation category and if not funded a FFY 2016 Small Cities Community Development Block Grant (CDBG) application. The City is eligible to apply for up to $700,000 in the neighborhood revitalization, commercial revitalization and housing rehabilitation categories and up to $1.5 million in the economic development category. Construction activities funded through the CDBG Program must meet one of the following National Objectives:

1. Provide benefit to low- and moderate-income persons;

2. Prevent or eliminate slum or blight conditions; or

3. Meet a need of recent origin having a particular urgency.

The types of activities that CDBG funds may be used for include constructing stormwater ponds, paving roads and sidewalks, installing sewer and water lines, building a community center or park, making improvements to a sewage treatment plant, and rehabilitating low-income homes. Additional information regarding the range of activities that could be funded will be provided at the public hearing.

In developing a CDBG application, the City of Newberry must plan to minimize displacement of persons as a result of the activities. In addition, the City of Newberry is required to develop a plan to assist displaced persons.

NOTICE TO BIDDERS

A. NOTICE TO BIDDERS:

Sealed bids will be received until 12 Noon on the 18th day of August, 2016 , for the replacement of Four (4) homes in the CDBG Housing Rehabilitation Program.

B. General Instructions to Bidders:

1. Quotations:

a. All prices shall include all labor, supervision, materials, equipment and services necessary to do a workman like job.

b. Only firm bids will be accepted. Only one (1) bid may be submitted for each house.

c. Bids prices must be itemized on the submitted bid form or the bid will be rejected.        

2. Insurance: Before any bid can be accepted, a Certificate of Insurance must be attached to this bid. This will include Certificates for General Liability, Workers Compensation and Automobile Insurance. The Certificate must list the Town of Lacrosse, as a party to be notified ten (10) days before cancellation or expiration of the policy.

3. Legal Compliance: The bidder shall be familiar with all federal, state and local laws, ordinances, rules and regulations that in any manner affect the work. Ignorance on the part of the bidder will in no way relieve him from responsibility for compliance with all said laws, ordinances, rules and regulations.

4. Right of Rejection: The owner, the Town of Lacrosse, reserves the right to reject any one bid or all bids, to waive any informality in any bid, and to award the bid in the best interest of the Town of Lacrosse.

The Housing Rehabilitation Specialist will generally recommend that the contract be awarded to the lowest responsible bidder within plus or minus fifteen percent (15%) of the cost estimate.

5. Pre-Bid Conference: Bidders or their representatives are required to attend an on-site meeting. Failure to attend the meeting will result in automatic bid rejection.

Section 3 and MBE Qualified Contractors are encouraged to participate.
